SECTION 1. SHORT TITLE.

This joint resolution may be cited as the `Consolidated Appropriations Resolution, 2003'.

DIVISION H--LEGISLATIVE BRANCH APPROPRIATIONS, 2003

Joint Resolution

Making appropriations for the Legislative Branch for the fiscal year ending September 30, 2003, and for other purposes. That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Legislative Branch for the fiscal year ending September 30, 2003, and for other purposes, namely:

TITLE I--LEGISLATIVE BRANCH APPROPRIATIONS

PAYMENT TO THE OPEN WORLD LEADERSHIP CENTER TRUST FUND

For a payment to the Open World Leadership Center Trust Fund for financing activities of the Open World Leadership Center, $13,000,000.

Administrative Provision

SEC. 1401. OPEN WORLD LEADERSHIP CENTER.
IN GENERAL- Section 313 of the Legislative Branch Appropriations Act, 2001 (2 U.S.C. 1151) is amended--
in the section heading, by striking `CENTER FOR RUSSIAN LEADERSHIP DEVELOPMENT' and inserting `OPEN WORLD LEADERSHIP CENTER';
in subsection (a)--
in paragraph (1), by striking all after `Government' and inserting `a center to be known as the `Open World Leadership Center (the `Center').'; and
in paragraph (2)—
by inserting `(the `Board')' after `Board of Trustees'; and
in subparagraph (D), by striking `United States and Russian relations' and inserting `relations between the United States and eligible foreign states';
in subsection (b)--
in paragraph (1)--
by striking `Russia' and inserting `eligible foreign states'; and
by striking the period at the end and inserting the following: `and to establish and administer a program to enable cultural leaders of Russia to gain significant, firsthand exposure to the operation of American cultural institutions.';
in paragraph (2), by striking `Russian nationals' and inserting `nationals of eligible foreign states'; and
in paragraph (3)--
in subparagraph (B), by striking `3,000' and inserting `3,500'; and
in subparagraph (C)(i), by striking `Russia' and inserting `an eligible foreign state';
in subsection (c)--
in paragraph (1), by striking `Russian Leadership Development Center Trust Fund' and inserting `Open World Leadership Center Trust Fund'; and
in paragraph (3)(B), by striking `of Trustees of the Center';
(5) in subsection (h)(2), by striking `of Trustees of the Center'; and
(6) by adding at the end the following:
ELIGIBLE FOREIGN STATE DEFINED- In this section, the term `eligible foreign state' means—
(1) any country specified in section 3 of the FREEDOM Support Act (22 U.S.C. 5801); and
'Estonia, Latvia, and Lithuania.'.
EFFECTIVE DATE - The amendments made by this section shall take effect 90 days after the date of enactment of this Act.
