WASHINGTON, D.C. – The Open World Leadership Center, a Legislative Branch agency, welcomed The Honorable Catherine O’Malley to the Open World Leadership Center Board of Trustees in April.

The Open World Leadership Center, a Congressional agency working to increase international understanding and partnerships, is guided by Trustees consisting of the Librarian of Congress, two members of the Senate, two members of the House, the chairs of House and Senate Appropriation subcommittees on the Legislative Branch, and four private individuals designated by the Librarian of Congress.

Judge O’Malley brings to the Board her professional experience as Baltimore City District Court judge, where she has served since 2001. As an Assistant State’s Attorney in Baltimore County before her appointment as judge, she managed a broad array of cases.

For the past ten years, Judge O’Malley has hosted Rule of Law delegations from countries of the region. She has traveled to Russia and Ukraine to work with judges, prosecutors, and advocates on issues of transparency and fairness. In particular, she brought to Russia-Leningrad Oblast Rule of Law Initiative important cooperation on the serious problem of domestic violence and the use of protective orders to safeguard victims of domestic violence. Her experience as a judge and her work internationally will enhance the Open World program as it enters its third decade.

Founded in 1999 by Congress, the Open World Leadership Center maintains a vast network of more than 28,000 alumni in strategic countries including Russia, Ukraine, and others in the Balkans, Caucasus, Central Asia and Eastern Europe. Open World supports legislative diplomacy efforts for Members of Congress by conducting exchanges that establish lasting professional relationships between emerging leaders and their U.S. counterparts.
