WASHINGTON, D.C. — Today, COIL begins soliciting proposals for its 2023 Open World exchange program from U.S. based organizations with established foreign visitor programs or a demonstrated ability to host foreign visitors. Organizations submitting proposals design 8-day professional development programs for emerging political, civic, and community leaders from the Eurasian region. All professional programs link Open World delegates to national, regional, and local levels of governance in an effort to support the legislative diplomacy efforts of Congress.

WASHINGTON, D.C. - The Congressional Office for International Leadership (COIL) launches its programs for Poland and Romania this week with the arrival of eight delegations totaling 39 delegates from Moldova, Poland, and Romania for its first-ever programming on mental health, second-language curriculum, and integrating refugees/displaced persons. This program is designed to “help the helpers” by providing civil leaders and educators with resources and experience to help them better respond to the cross-border human catastrophe caused by the Russian invasion of Ukraine.

WASHINGTON, DC - The Congressional Office for International Leadership (COIL) will be hosting three Members of the Verkhovna Rada (Parliament) of Ukraine from April 25th through April 29th in Washington, D.C. All three members of the Parliament of Ukraine are alumni of the Open World program, and they represent the majority party and the opposition. The members are Halyna Vasylchenko, Non-partisan (Holos), Andrii Zhupanyn Non-partisan (Servant of the People Faction), and Yaroslav Yurchyshyn (Holos).  

WASHINGTON, DC- President Biden’s signature on The Fiscal Year 2022 Consolidated Appropriations Act last night formally changed the name of the Open World Leadership Center to the Congressional Office for International Leadership (COIL). The name-change language was among many measures included in the bill. As COIL, the agency will continue to administer the Open World program, manage a network of almost 30,000 alumni, and partner with over 2,700 US host communities in all 50 states.
WASHINGTON, DC - This is a sorrowful and trying time for Ukraine, our hosting communities, and all of us at the Congressional Office for International Leadership (COIL). Our recent delegation of war veterans and those that serve victims of war from Ukraine returned home early from their programs due to the hostilities that started against that country in the early morning hours of Thursday, February 24th. As of yesterday, all of our participants are en route to or in Ukraine. They are returning in service to their country.
