Congressional Office for International Leadership (COIL) Announces 2027 Grant Guidelines WASHINGTON, D.C. – Today, COIL begins soliciting proposals for its 2027 Open World Program from U.S. based organizations with established foreign visitor programs or a demonstrated ability to host foreign visitors. Organizations submitting proposals design 8-day professional development programs for leaders from partner countries. All professional programs link Open World delegates to national, regional, and local levels of governance in an effort to support the legislative diplomacy efforts of Congress. As a legislative branch agency, the Congressional Office for International Leadership provides non-partisan support to Congress by bringing leaders to congressional districts across the United States. Today, the Open World Program has over 32,000 alumni. The solicitation features programs designed for delegates from the following Open World Program countries: Armenia, Azerbaijan, Belarus, Bulgaria, Estonia, Fiji, Georgia, Hungary, Indonesia, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Moldova, Mongolia, North Macedonia, Papua New Guinea, Poland, Romania, Serbia, Tajikistan, Ukraine, Uzbekistan, Vanuatu and Vietnam as well as regional programs for the Balkans, Baltics, Caucasus, and Central Asia. Key priorities for 2027 include Legislative Programs (Members of Parliament and Parliamentary Staffers) as well as programs focusing on governance, security, rule of law, and economic development. COIL is proud to offer programs that benefit Americans as much as the foreign participants. The application deadline to submit proposals is by close of business on Friday, August 21.
