Open World Program Alumnus Rufat Safarov Honored with U.S. Department of State Human Rights Defender Award

WASHINGTON, D.C. – The Congressional Office for International Leadership (COIL) proudly recognizes Open World program alumnus Rufat Safarov, who has been named a recipient of the 2024 Secretary of State’s Human Rights Defender Award.

Safarov is the head of Defense Line, an organization that monitors politically motivated arrests, prosecutions, and government corruption, while also documenting allegations of torture. Despite being arrested multiple times for raising concerns about Azerbaijan’s justice system, Safarov’s commitment to transparency and justice continues to inspire worldwide.

The Human Rights Defender Award, announced on December 10 by the U.S. Department of State, celebrates individuals who demonstrate exceptional courage, leadership, and impact in defending human rights and fundamental freedoms. Rufat Safarov’s recognition underscores the importance of the Open World program in fostering future leaders who advance democracy, accountability, and human rights globally.

COIL extends its congratulations to Rufat Safarov and the other recipients of the 2024 Human Rights Defender Award.
