Open World Celebrates 10 Years of Programming in Ukraine

WASHINGTON, D.C. – The Open World Leadership Center, an agency of the U.S. government, which is celebrating 10 years of programming in Ukraine, will welcome its 2,000th participant from Ukraine when educator Volodymyr Filippov arrives in Washington, D.C. as a member of  a larger delegation of emerging Ukrainian professionals on November 6.

Mr. Filippov is Open World’s 2,000th participant from Ukraine. The 28-year-old technology/organizational manager teaches management and public administration courses at the Odessa National Polytechnic University’s Institute of Business, Economics, and Computer Science and does scientific research on how IT is used in management. He is also an advocate of innovation in youth entrepreneurship co-chairing the Young Scientists Council at the University.

Mr. Filippov will be hosted in Baltimore, MD by the World Trade Center Institute. During his Open World program in Baltimore Mr. Filippov wants to establish contacts with local educational institutions and explore how Maryland applies technology in modern education and in mass communications. He is also interested in standardized testing techniques.

“By participating in the Open World program, I hope to gain experience in the use of Internet in education and how the U.S. supports programs for youth innovation. I am ready to collaborate with my American colleagues at our host educational institutions and actively share my Open World experience in Ukraine.”

In addition, Mr. Filipov and two other members of this six person delegation come from the city of Odessa, which is a sister city of Baltimore, Maryland.  Open World has been very active in strengthening this sister city relationship through rule of law exchanges supported by Federal District Court Judge Richard Bennett and Maryland’s First Lady Katie O’ Malley, and general civic programming like this done in cooperation with the Governors of Maryland’s and the Mayor of Baltimore’s offices. 

Open World supports Congressional outreach to Eurasia and other countries. It conducts exchanges that establish lasting professional relationships between the up-and-coming leaders of Open World countries and Americans dedicated to showcasing U.S. values and democratic institutions.  Open World has introduced more than 20,000 current and future decision makers from Russia, other countries of Eurasia, Egypt, and now Turkey to American political and civic life, and to their American counterparts. The U.S. Congress established Open World in 1999.
